Mass transit is important however it will probably take many years to complete. Although on paper the strategy demonstrates that the 2030 goal can be met, time is short. Therefore the core of the investment will rest on enhancing the existing public transport provision where there is less delivery risk and quicker short term wins. The bus network needs all the interventions identified to be maximised including demand responsive and other approaches to ensuring full network coverage. A greater proportion of funding should be earmarked for communities and low carbon modes especially realising the full cycling network.

A completely different level of quality bus service is going to be essential to achieve this strategy and bus partnerships have not worked. Buses need to be taken back under public control through franchising. The elements marked"we may need to consider " will all need to be implemented, eg ULEZ, WPL, Not sure why transforming the city centre is part of the transport strategy. There needs to be a firm commitment to working with communities to design, develop and deliver local mobility solutions to create healthier streets etc. The strategy appears based mainly on commuter journeys to and from city centre, which are a minority of trips. It doesn't appear to have taken account of changes due to the pandemic. the council's planning and transport strategies need to be brought together so that all new planning is underpinned by the need to comply with the climate and health goals of the transport strategy.

A 30% reduction in car use by 2030 is inadequate - we need to aim for a 50% reduction by 2025 and 70% by 2030 to be able to meet our climate targets. This means making walking, cycling and public transport the safest and quickest available transport method. Reallocate road space away from private cars in neighbourhoods, on primary roads and motorways, freeing up space for other modes of transport, and build on Active Travel Neighbourhoods - with careful consultation at a local level, better quality communication and suitable alternative transport.
