There is a sense that for aviation and high speed rail it is business as usual whereas in terms of roads and transport the plan does look to adjusting the balance towards smart and intelligent transport systems at the local level. Are the Council confident that this approach is sufficient given the imperatives of climate change, these big ticket items are not exactly carbon neutral in their own rights for many years. It is it right to support such big ticket items when funds might be better used for simpler interventions and to accelerate the pace and extent of things like mass transit and conventional rail enhancements and capacity.
